How to make a blue light for plants?

I have been using it for weeks and things (mostly tomatos) seem to be growing fine with this lamp being the only light source. My question is whether I can make another plant light by taking a different lamp and shining it through blue cellophane or other blue transparent medium?

Do flood lights need special dimmer switches?

In my library / study there exists two can light fixtures with flood lights - they are supposed to light up the book case and show off the room. These lights are on a dimmer switch.

But when i turn the switch only a little (say 10% of the way) the lamps go from nothing to full on. So is this an issue with the type of bulbs or is it with the dimmer switch?
